Kosi Calamity: Rehabilitation and
Reconstruction Policy (English;
Hindi)
Government of Bihar (Department of Planning and Development) has issued the
Kosi Rehabilitation Policy for the Recovery and Rehabilitation activities in the
flood affected districts of Bihar this year. It is a comprehensive multisectoral
project, whose main purpose is to reconstruct the houses, to provide community
facilities, complete restoration of infrastructure, livelihood support based on
the policy of sustained economy and environment, etc. for the people affected by
the calamity.

Management in all phases including preparedness, mitigation, response,
rehabilitation and recovery.
National Disaster Management Guidelines: Management of Floods
National Disaster Management Authority (Govt. of India) has issued the
Guidelines for management of floods based on the recommendations of various
Expert Committees / Working Groups headed by eminent dignitaries in past. People
from central ministries and departments, state governments, scientific and
technical institutions, academics, professionals and eminent personalities from
the society and non-governmental organizations were involved in formulating
these guidelines to make it as comprehensive as possible.
The Good Enough Guide:
Impact Measurement and Accountability in Emergencies
Developed by Emergency Capacity Building Project (ECB), a collaborative
effort by CARE International, Catholic Relief Services, the International Rescue
Committee, Mercy Corps, Oxfam GB, Save the Children, and World Vision
International; this guide offers a set of basic guidelines on how to be
accountable to local people and measure programme impact in emergency
situations. Its "Good Enough" approach emphasises simple and practical solutions
and encourages the user to choose tools that are safe, quick and easy to
implement.

The Government of India has revised the items and norms of assistance
considering the recommendations of the Expert Group set up in the Ministry of
Home Affairs under the Chairmanship of Joint Secretary (DM-I) and Central Relief
Commissioner. The Expert Group reviewed and revised the extant items and norms
of assistance from CRF/NCCF and to recommend norms for the newly included
natural calamities of "Landslides", "Avalanches", "Cloud Burst", and "Pest
Attacks" to be followed during the period between 2005-2010.
